This is the recently released 2020-21 Paraguay Home shirt by Puma.
The national team’s new Home shirt as they return to the Puma stable has the iconic red and white stripes, though this time they are trimmed with a thinner stripe as a border and have patterning inspired by the Paraguayan Ñanduti fabric/lace rising up from the hem.

The shirt base is otherwise red - sleeves and reverse - while the crest is in full colour and the Puma logos are in white.
The “V”-style neck - carrying the “Garra Guaraní” legend printed in yellow on the reverse - is blue in the rear portion, which ties in with the shorts and socks the side will wear with the shirt as first choice.
